UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and land to shore up their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in southeast England announced its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the coalition, which includes several urban centers, further found that over seven in ten of authorities will have to increase local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of regional authorities this week further found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) for English councils, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and demand,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
