AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just eight days before the country’s general election.
Study Shows Consistent Bias in AI Suggestions
The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.
In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the stances of these political entities, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the performance of the PVV.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
